Civil case without claim?

I have a conflict with my homeowners' association about the annual accounts of the VvE. The document does not give a good picture of the finances of the VvE. But this does not lead to a claim on the VvE. Should a civil case without a claim also be brought before the subdistrict court via a bailiff? Or can I write a letter to the subdistrict court myself?
