Maximum unpaid break during working day?

My father recently started working for a new employer and has a total of 2 hours of unpaid breaks during the day on a workday from 07:00 to 17:00. The reason for this is that the entrepreneur has a large workforce in the store and it is easier/cheaper (?) in terms of planning. In the meantime, it is not possible to go home due to the travel time. I wonder if there is a legal maximum regarding unpaid breaks per day. I would like to hear from you. Thanks in advance!

If working hours are considered (without the 2 hour break) then there is a working day of 8 hours. The law only regulates a minimum right to a break. -Working longer than 5.5 hours, entitled to a 30-minute break. -Working longer than 10 hours, entitled to a 45-minute break. A collective labor agreement or company regulations or employment contract may contain provisions on breaks. It is always important to check whether this is the case. A break does not have to be paid. In this case, something special is going on. The employer makes employees 'obliged?' take 2 hours of unpaid break per day for business reasons. Although there is in principle no maximum time for break, the employer must behave as a good employer. The question may be asked here whether this practice is correct/should be made mandatory.
