Can I deregister my adult son?

I am a mother on welfare with an adult son who is registered with me. My son has been living with his father for some time. I have just found out that his savings also count as assets and that if we have too much together I will lose my benefits. I want to deregister him, but his father refuses to register him with him. And my son does not oppose his father.
