Rights when refusing a holiday request?

I have September 22, 2022. Requested vacation between Christmas and New Year's Eve 2022. Today I received a message that they are rejecting my request because they do not yet know whether there is enough replacement. I work in a supermarket. I asked a few weeks ago whether they already knew more about my request. They said you can assume that you will simply have time off and can make plans. But then I suddenly hear this. I also read that the law states that an employer/manager must respond to a request within two weeks. But unfortunately that does not happen. Now my question is, am I within my rights to say that I have made plans for that period and that I will not come to work?

If you request a holiday in writing and the employer does not provide a written appeal within 2 weeks of the request stating compelling reasons why the holiday should be refused, the holiday will be deemed to have been determined in accordance with your wishes.
