Paying tuition fees if you cancel your studies?

I have registered for a study. They insisted on timely registration to be sure of a place. I was not sure yet whether I wanted to follow this study. I have had contact a few times but I have not submitted any tracks, had an official intake interview etc. and 'suddenly' I was accepted for the study. On second thought I wanted to cancel this. And now I have to pay 40%. It is stated in the conditions that I had to accept but I feel misled in the entire procedure. In addition, I find it strange that if I cancel so far in advance I still have to pay so many costs. Can you look into the legal aspects of this?
