Disagreement with employer about travel expenses reimbursement

The employment contract states 19 cents per kilometer, suddenly this compensation is reduced to 12 cents per kilometer. The collective labor agreement for childcare states 11 cents or 38 cents if it is not possible to travel efficiently by public transport. As I read the collective labor agreement, this is not lawful because: 1) otherwise agreed with me in my contract, 2) I would be eligible for the 38 cents because I cannot travel efficiently by public transport. In addition, too few kilometers have been paid out in the past three years, the employer now wants to pay this back for 12 cents (and not for the agreed 19 cents). I would like to know what I am entitled to.Lawyer
