Rights in case of dismissal with a permanent contract?

Yesterday I was told that I will be fired for financial reasons, while I have a permanent contract. This without a reason of not working well. I would also like to continue working at the company. I have received a VSO from the employer. What are my rights in this situation? Can I refuse this. Can they fire me 'just like that'? I have read that when it is a reorganization that the company must first fire people with a temporary contract, is this correct? How can I best challenge this negotiation so that I can come out of this in a good way?
