Applying for a new bank account after blocking your previous bank?

I have been an ING customer for 40 years, but a few months ago I was tempted to withdraw a large amount from an ATM that always paid out much more for small amounts. This has blocked my account and I had to make a balance request to transfer the amount that was still in the account. I asked if they would do that to the account that only my partner has now, which used to be an and/or account but it is now only in his name. Now I want to go to another bank to open an account, but then I have to either make an iDEAL payment first, which I can't do because I no longer have an account, or they ask if I have previously been excluded or refused by a bank. I want to answer this question honestly but I'm afraid I might be rejected. And I really need to have my own bank account. According to ING, I have been included in the internal referral register, which can only be consulted by ING itself.
