Can a parent open a letter to a minor daughter?

My 10-year-old daughter receives mail from a municipal agency that is addressed to her. Where does it say in the Civil Code that I, as a parent with parental authority, may open her mail? According to the UVRM, Article 16, I understand that this is not allowed.

Dear Bart Apels Thanks for your answer So the Convention on the Rights of the Child, Article 16, is always decisive? So the agency actually makes up its own laws/rights by saying that I can simply open the mail as an authorized person. The content is simply too difficult for my daughter, and I have asked that it be directed to the parent and not just to my daughter. It concerns a notification from Safe at Home.
