Dissolving an American marriage in the Netherlands?

We got married in America, now live in the Netherlands. The man never applied for Dutch citizenship, so he is still an American citizen. The woman is Dutch and not an American citizen. Can this marriage be dissolved in the Netherlands or should it be arranged in America? No children together and no property together.
