Ex-boyfriend refuses to hand over keys?

I have a problem. My ex-boyfriend won’t give me my house key and spare car key back. The day he came to get his stuff, he said he “forgot” them and would return them a week later. This didn’t happen. I contacted him and didn’t get a response. Only after a follow-up message did I get a message back in which he used my keys as blackmail material to be able to see my cat. What can I do in this situation?
