Will without a signature?

My father passed away a few months ago. Now I asked the notary for his will myself. It was ready the same day, but I miss a lot there. No signatures, no initials on the pages and according to the will there was a handwritten will enclosed which the notary would also have signed for. This one was not included and the notary says: we don't have that one. So I have four A4 pages, but without signatures or anything. Furthermore, the will is not known to the register. My question is, is this normal or is something wrong?

Strange course of events. Please send me the documents you have (my email is: vanderkolk@arsjuris.nl). The law does recognize the handwritten will that is deposited with a notary, but all kinds of formal requirements apply to this. These have apparently not been complied with.
