Action against poor care of man in nursing home?

My husband was admitted to a nursing home 2 years ago, but the care provided by my husband and the staff cannot be described as good. I am the wife and have filed a complaint several times but nothing is done about it. I visit my husband every afternoon and see a lot happening there. I have asked for another room but this is refused. I take care of my husband as much as possible when I am there. In September 2022 the location manager promised to improve but now in July 2023 nothing has improved, the situation has only gotten worse. I also have a complaints officer who handles this case, it has also been discussed with the manager of Care and Welfare but he does not do much about it. This afternoon I had a conversation and again brought the problems to the attention of his complaints officer. But now it is the case that I am only allowed in his room and in the rest of the house because I see too much how he is treated, I want him to be well cared for. I have said that I want to visit my husband without having to report and that he should feel comfortable when I come to visit. He feels very unhappy with the situation and feels what is going on and that affects his illness. My husband has vascular dementia and parkinsonism, is 85 years old and lives in a dementia home with 5 other people who are in a much more advanced stage, which is very bad for my husband. The care, nurses and it is dirty are very bad. What else can I do against these practices in this institution and can they be legally prosecuted for their behavior, where can I go, do I have to arrange it through the board now that the managers are not cooperating? It is bad enough if you are admitted to a nursing home for both, but then there is the unwillingness of a nursing home that treats you like a number and not as a human being.
