Unpaid hours when processing employment contract?

I resigned at the end of March, then a final payment followed but that was far too few hours and nothing of holiday pay. Because in the past administrative things went wrong more often than right, I waited another month to see if there would perhaps be a later real final payment. Since that was not the case, I wrote in Whatsapp that I thought it was wrong and that I would like to see it handled fairly and correctly. I then received the response that because I had waited a month to respond, he did not feel compelled to act quickly, and that was already a month ago. Then I wrote in early July that if he doesn't answer my questions or handle things correctly by the end of July, I'll assume it's unwillingness. I wrote that again in Whatsapp, this time my message remains as sent but not read, while previously the read messages were colored blue. So now I'm assuming he's trying to get away with it without paying. It was a part-time cleaning job, about 14 hours a week and I had been working there since the end of 2021. In my opinion, there is a lack of payment for unpaid hours due to an earlier administrative error and the holiday pay up to and including March.
