How to get money back from freelance agency?

My 17 year old sister worked at Arena on April 9 for the freelance agency “company name” Until now she still hasn't received her pay due to a mistake on their part. She and I call every day and they tell us to send an email with proof. We have sent proof like photos with location, time and date that she was in the arena, and even a photo that she was on break at work. So much proof you name it. When we call they send us from pillar to post. And I'm really fed up with it, I've called 100x or so. Tips on how we can still get her money.
