Help starting a civil lawsuit

Hello, I have a question. I have been scammed and have filed a report with the police. A report has been made of this, but unfortunately I have been told by 'company name' that the police have stopped the investigation because it is not a criminal case. In a civil case, the police do nothing more. They have advised me to start a civil lawsuit, but I have no idea how this works. And I do not have legal expenses insurance and I do not have the money for a lawyer. I did find another summons online against the company that scammed me, so I can put together the summons myself. But I have no idea how to proceed after that.
