Can "Gas / Water / Electricity - costs without any settlements" be increased?

I have a permanent lease in which I pay a fixed amount for gas/water/electricity each month. My contract states that this is 'a fixed amount per month without any settlements'. Is my landlord allowed to increase these costs?Lawyer
Increasing the costs of utilities is not permitted. A ruling was made on this in February of this year, which considers that the increases are in breach of the General Terms and Conditions of energy suppliers.
