Responsible for leakage in rental property?

The specialists indicate that the rainwater entered the floor through the window frames. As a result, there was mold and breakdown of the laminate (10 years old). The housing association hired a team to ventilate the home. The ventilation took three weeks. The home was declared uninhabitable by the specialists due to the temperature of 30 degrees, humidity of 40% and the noise. The housing association did not offer me alternative housing. As a result, I was forced to stay with family and occasionally in a hotel. The housing association says that it is not responsible for providing housing as a result of force majeure. I am not convinced of this and would like to know from you whether there is a legal arrangement for compensation.
