Letter of notice without contract terms.

May 2023 received a notice letter for contract extension, in which it states that the employment conditions still have to be determined. Should have been arranged in June 2024, has not happened to date. Now in December 2023 I have received the message that my contract will not be extended. Is a signed letter of notice without conditions the same as a valid contract? Do the employment conditions of the first expired contract now apply or do the new employment conditions still need to be agreed? Can I now be held to a relationship and a non-compete clause? What are my rights in this?
