Liability for Fiber Optic and Sewer Damage

During the installation of the fiber optic network, my sewer system was damaged by a rocket drilling operation. I reported the damage immediately and had to have it repaired because the sewer system was no longer functioning. The main contractor is now referring me to their subcontractor, and after numerous phone calls and emails with supporting documentation, nothing has happened. It's been four months now, and I'm trying to recover the damages, but without much success so far. Can I also hold the main contractor liable?
