Tenancy law: Can you replace locks under a tenancy agreement?

If a rental agreement expires and the tenant hasn't moved out by the specified end date, can the locks be changed? A new tenant has been found for the property. The current tenant cannot be reached and has not responded. However, they are using the property, whose rental agreement is expiring soon.

I don't have good news for you, because you're not allowed to change the locks (or their cylinders). I strongly advise you not to do so, as you'll get into serious trouble with the tenant and the police. A procedure will be necessary if the tenant unexpectedly does not leave. Did you terminate the agreement in a timely manner, using the correct form of notice (even if the agreement is temporary, you must terminate it)? Is the agreement truly temporary (does it meet the requirements)? Does it also include an eviction clause and a penalty clause? In short, many questions. I agree with Mr. Doomernik. It may also be relevant whether the tenant vacated the property "with immediate effect": has the property been emptied? If so, you can reasonably safely assume that the tenant considers the lease terminated, and there's generally little reason to change the locks and give the keys to a new tenant.
