Landlord refuses to pay my deposit

(I apologise for writing in English, I do not speak good Dutch) Landlord refuses to pay my deposit back, and has given no reason to do so, he just refuses. He also charged me some 'contract costs' which I found out later are not legal, and he also refuses to pay that back to me.

Good afternoon, Thank you for your message. Unfortunately, this happens alot. It is indeed not allowed to withhold the deposit without reason/explanation. This is only allowed if you have demonstrably caused damage to the rented property or if utility costs need to be deducted from the deposit. In all cases, the costs must be specified.
